  • Based on the passage of a state-wide referendum, the General Assembly approved the establishment of a state-operated lottery and the creation of a State Lottery Board within a Department of Lottery, on March 27, 1987. The Department of Lottery is an independent agency of the Commonwealth, exclusive of the legislative, executive, or judicial branches of government. It includes a five-member board appointed by the Governor to serve at his pleasure, subject to legislative confirmation.
  • The Director, also appointed by the Governor with legislative confirmation, is responsible for supervising and administering the operation of the lottery in accordance with state law. The department operates under the following divisions: Administrative (Procurement), Administration, Finance and Accounting, Human Resources, Information Systems, Sales, Marketing, Licensing, Internal Auditing, and Security.
  • Regional offices are located in Abingdon, Fairfax, Farmville, Hampton, Harrisonburg, and Roanoke, Virginia.
