The state government reorganization act passed by the General Assembly on April 18, 1927 created the office of the comptroller to replace the earlier office of auditor of public accounts which was abolished. The comptroller, whose primary functions are to issue warrants for the payment of claims on the state treasury and to keep accounts of all public funds, was made head of the Division of Accounts and Controls in the Dept. of Finance (which existed only on paper). An act passed by the General Assembly on February 27, 1958 created the Dept. of Purchases and Supply, removing the responsibility for governmental purchases from the division. On April 6, 1966, the General Assembly passed an act that renamed the division the Dept. of Accounts and charged it with providing a unified accounting and control system for state funds. The Commonwealth Accounting and Reporting System (CARS) that was subsequently developed was put into effect on July 1, 1978.
