James Luther Kibler was born 8 October 1867 in Shenandoah County, Virginia, to James Allen Kibler (1834-1929) and Amanda Louise Fravel Hoover Kibler (1849-1929). He attended public schools and began teaching in 1885. Kibler attended St. Paul's Seminary in Hickory, North Carolina, graduating in 1889. He later taught school in New Orleans, Louisiana, and Shenandoah, Rockingham and Campbell Counties, Virginia from 1893 to 1916. He was instrumental in founding the Virginia Cooperative Teachers League, which later became the Virginia Education Association, in 1898. In 1916, Kibler took a civil service post in Newport News, Virginia. During the Great Depression, Kibler worked as a writer for the Virginia WPA Federal Writers' Project. He ran as the Socialist candidate for lieutenant governor in 1933. While living in Newport News, Kibler contributed historical articles to various journals and worked as a reporter for the Daily Press. He published several books on Virginia. Kibler married Henrietta Shipe 18 October 1899 and they had at least two children. Kibler died in Newport News 15 September 1953.
