  • The Governor encloses several documents labeled "A" through "F." Enclosure "A" is not included, but contained a letter from the Governor to the Secretary of War with his reply regarding an effort to contract with the General Government to manufacture arms at the Armory of Virginia. Enclosure "B" contains an extract from the minutes of the Board of Directors of the Penitentiary and a statement of the operations of the Penitentiary from 1 December 1817 to 28 February 1818. Enclosure "C" contains a copy of a letter from Governor Preston to the governors of Ohio, Kentucky, Pennsylvania, & Indiana regarding the navigation of the Ohio River from Pittsburg to Shippingport. Also included is a copy of a letter from Governor George Slaughter, Kentucky, appointing a commissioner to inspect the obstructions on the Ohio River
  • Enclosure "D" contains a copy of a letter from Peter Hayner, Auditor, Treasury Department, to John Chew, Washington, enclosing a statement of differences on settlement of the accounts of the State of Virginia with the United States. Enclosure "E" contains a copy of a letter from John Preston to the Council enclosing a letter from Governor Barbour, Washington, regarding his interview with the Secretary of War concerning the approval of Virginia's claims. Also included is a copy of a letter from John Chew to the Governor enclosing the account current with the State of Virginia. Enclosure "F" contains a letter from George Graham, Department of War, to Linah Mims, Lt. Governor, regarding Virginia's claims for interest for money borrowed by the Commonwealth and applied to the use of the General Government in the late war. Also included is a copy of a letter from Mims to the Acting Secretary of War regarding a resolution respecting the interest claimed by the State of Virginia
  • Lastly, an unlabeled enclosure contains a letter from Linah Mims, Hopkinsville, Kentucky, to the Governor resigning as a member of the Council of State in order to settle in the Western country
