  • Contains a photocopy of a letter from Governor James P. Preston, Council Chamber, to [Linn Banks], Speaker of the House of Delegates, regarding arms for the militia, the Lexington Arsenal, the Penitentiary, Thomas Ritchie's re-publication of the laws of the Commonwealth, John Wood's contract to chart each county, the Literary Fund, the Board of Public Works, improvements to the Public Square and Capitol, the Bank of the Valley, the North Western Bank of Virginia, and the death of Brigadier General Joseph Neville. In addition, the Governor encloses various documents labeled "A" through "F."
  • Enclosure "A" contains a letter from John Hills, Lieutenant of Ordnance, to Col. Claiborne W. Gooch, Adjutant General, regarding the quota of arms apportioned to Virginia. Also included are two letters, dated 3 July & 13 July 1819, from Gooch and John Staples, Superintendent of the Manufactory of Arms, to Governor Preston regarding the inspection of muskets tendered to Virginia by the United States under the act of Congress of 1808 for arming the militia. Lastly, there is a receipt of Governor Preston for a check from the Bank of Virginia for $300 for finishing the swords to be presented to Generals Gaines & Scott
  • Enclosure "B" contains a letter from C. W. Gooch to Lt. Governor P. N. Daniel, dated 16 June 1819, regarding the countermanding of the order calling in arms from the counties adjacent to the Lexington Arsenal. According to Gooch, the orders were countermanded on account of there being no preparations made to repair them. Enclosure "C" contains a letter from C. W. Gooch, President of the Board of Directors of the Penitentiary, enclosing the quarterly accounts of raw materials purchased and work done at the Penitentiary. These accounts were created by Samuel P. Parsons, Keeper of the Penitentiary. Enclosure "D" is not included, but contained the report of the Committee to examine the accounts & expenditures on the improvements of the Public Square, and the necessary repairs to the Capitol
  • Enclosure "E" contains a letter from Lewis Hoff, Cashier, transmitting the state of the Bank of the Valley in Virginia, including the Offices of Discounts & Deposits on the first day of February, April, & June. Enclosure "F" contains a letter from T. Woods, Cashier, enclosing the semi-annual statement from the North Western Bank of Virginia
  • Other unlabeled enclosures include a letter from C. W. Gooch & John Chew, Adjutant General's Office, dated 31 March 1819, to Governor Preston regarding Quarter Master Bootwright's abstract of rations issued during the late war. Lastly, there is a letter from C. W. Gooch to the Governor regarding the death of Brigadier General Joseph Neville of the 18th Brigade, 3rd Division of the Militia
