Summary
Contains a letter from Thomas Jefferson, Monticello, to [Linn Banks], Speaker of the House of Delegates, enclosing the report of the commissioners appointed under the act to appropriate part of the revenue of the Literary Fund to establish the University of Virginia. The report names Central College in Albemarle County as the most convenient place for the University. The report also discusses the plan for its buildings, curriculum, etc. Also included are the proceedings of the commissioners from 1 to 4 August 1818 by Thomas W. Maury, Secretary, containing their resolutions and signed by Thomas Jefferson. Lastly, there is a deed from Nelson Barksdale, Proctor of Central College, on behalf of the contributors & founders of Central College offering the lands, money, credits, & other property to the Literary Fund for the purpose of adopting the site for the University

An act passed on 21 February 1818 by the General Assembly appointing commissioners to appropriate part of the revenue of the Literary Fund and for other purposes. Ths Commissioners, consisting of Thomas Jefferson, Creed Taylor, Peter Randolph, James Madison, William H. Cabell, and others, met at Rockfish Gap on 1 August 1818 to choose a site for the University of Virginia, decide on a plan for its buildings, report on the branches of learning to be taught, and to propose general provisions for the better organizing & governing of the University. Thomas Jefferson was elected President of the board of Commissioners and Thomas W. Maury appointed Secretary.
