- The four principal agents of colonial government were Governor, Council, House of Burgesses, and the Judiciary. During the colonial period the Council served as the upper house of the legislative branch of government in Virginia. The state constitution adopted in 1776 reduced the function of the Council of State to an advisory and co-executive role and established the Senate as the upper legislative chamber. The House of Delegates' predecessor, the House of Burgesses, was modeled after the House of Commons, in Parliament. The House of Burgesses existed from 1643 to 1776. The first session of the General Assembly, which took place in 1776, established the first constitution and made the House of Delegates the most powerful branch in state government. It was not until the constitution of 1851 was adopted that a more equitable balance among the branches of government was established.
- The primary function of the Senate and the House of Delegates is to review the merits of a legislative bill and vote to adopt or reject the bill. Bills can originate either in the Senate or in the House of Delegates. Both chambers can establish study committees, and each serves as a check upon each other to ensure a thorough debate on the merits of each bill. The Senate is presided over by the lieutenant governor (President of the Senate). The House is presided over by the Speaker and each member represents a voting district in the Commonwealth. The Senate, together with the House of Delegates, meet as the General Assembly in annual sessions of thirty or sixty days duration.
