Summary
This is a recording of Tuck's address before a joint session of the General Assembly, which convened to consider increasing "salaries of public school teachers, labor legislation and other matters which may appear urgent." The speech takes place in the Hall of the House of Delegates in the Virginia State Capitol, in a gallery "unusually well-filled" with proponents and opponents of both the labor issues and public educators' salaries. Tuck discusses the Denny Commission of 1944-1945 created with the goal of analyzing and improving the school system and says that despite gains, the Virginia public school system is in grave condition due to the scarcity of qualified teachers. The end of war did not solve the problem, and he asserts, the increasing post-war birth rate would soon be reflected in school system in due time. On labor, Tuck discusses a bill he introduced supporting the right to work regardless of affiliation or non-affiliation with a labor organization. Tuck says labor disputes must be settled quickly with the public interest in mind "before our homes and houses have become cold and our streets and alleys are plunged into darkness." William Munford Tuck was born in Halifax County, Virginia on 28 September 1896. He served in the Virginia House of Delegates (1924-1932), Virginia State Senate (1932-1942), as Lieutenant Governor (1942-1946), Governor (1946-1950), and United States Congressman (1953-1969). He died in South Boston, Virginia, on 9 June 1983.
