George Wills Winn was born on 23 May 1835, into the large Fluvanna County, Virginia, family of John Winn (1789-1844) and Lucy Wills Winn (1798-1850). He married Sarah Cornelia Breeden (b. 1836) on 22 September 1857. At the time of the 1860 census, they were living with the Breeden family and daughter Sarah Haskins Winn (b. 1859) in Richmond, Virginia. George Wills Winn was listed in that census as a dry goods merchant.
