John L. Burns was born on 11 December 1865. He was the son of Joseph Monroe Burns and Catherine Margaret Harouff. On 29 September 1892, Burns married Lillie A. Carpenter (1871-1961). They resided in Burnsville in Bath County, Virginia. He died in 1960.
