Colonial Village," which has a variant title of "Colonial Village in a National Fair." The second drawing is "A Civic Waterfront," which includes an inset view of a library and municipal buildings set along the waterfront Big Sandy Creek. Biographical or historical data
Kenneth R. Higgins (1916-1995) opened the firm of Higgins Associates in 1952 in Richmond, Virginia. A graduate of the University of Massachusetts, Higgins moved to Abingdon in 1939 to work in a landscape nursery. After serving as a captain in the U.S. Army Air Forces during World War II, Higgins returned to Richmond and worked with the late Charles F. Gillette. In 1949 Higgins joined the Richmond field office of the Federal Housing Administration as chief site planner and landscape architect and in 1952 opened his own firm. Higgins Associates worked on numerous projects throughout Virginia including the Jamestown Festival Park, Crim Dell at the College of William and Mary, Chatham Square Apartments at River Road, St. Mary's Hospital, and several beautification projects in Richmond's historic Fan and Church Hill districts. His son, Ralph B. Higgins, continues the business under the name Higgins & Gerstenmaier.
