Summary
This study model represents a proposal to provide parking space within the confines of Richmond's Capitol Square. The model shows the entire area of Capitol Square and its buildings, fountains, and monuments. Also shown are 9th, Bank, Governor, and Capitol Streets and the buildings surrounding Capitol Square. Among these are the Old City Hall, the former Virginia State Library and Archives, the Federal Courthouse, the Virginia Supreme Court building, and St. Paul's Episcopal Church. In this particular design, the underground parking facility is located behind the Capitol Building and access is through ramps built into Capitol Street. What appears to be a pedestrian overpass connects the north side of Capitol Square with the sidewalks around Old City Hall for access to Broad Street. Other openings in the Capitol Square grounds near the Smith, Jackson, and McGuire monuments provide ventilation and/or light into the underground facility

Biographical or historical data
In 1973 the Virginia Commission on the Legislative Process issued a recommendation for a $30 million addition to the State Capitol. This plan for a stepped series of offices and parking spaces was denounced by preservationists, garden clubs, and Richmond newspaper editorials. This particular model may represent a second attempt to provide these amenities in a less intrusive form. In contrast to the design that occupied the entire hill in front of the Capitol, this design is largely flush with the ground and would not be visible except from above the level of the Capitol Square lawn. This scheme was apparently no more popular than the first, and neither design was constructed.
