  • Contains a photocopy of a letter from Governor James Barbour, Council Chamber, to [Andrew Stevenson], Speaker of the House of Delegates, transmitting various enclosures labeled "A" through "D." Enclosure "A" contains letters, a court order, charges, Council advice, a resolution, etc. related to the memorial of Henry Edmundson. Edmundson was recommended by the Montgomery County Court to fill the vacancy from the supposed resignation of Maj. David Willis of the 2nd Battalion, 75th Regiment. Willis, however, denied that he had resigned and Edmundson proceeded to file charges against Col. Henry Carty, Commandant of the 75th Regiment, and against Gen. Abram Trigg, Brig. Gen. of the 19th Brigade
  • Enclosure "B" contains a copy of a letter from Governor William Hawkins, North Carolina, transmitting a proposed amendment to the U.S. Constitution regarding the election of Representatives to Congress and the appointment of electors to vote for President & Vice President of the United States. Enclosure "C" contains a copy of a letter from John Marshall regarding the expenses incurred by the commissioners appointed for the purpose of viewing certain rivers within the Commonwealth. Marshall also encloses an account of the expenses
