  • Contains a letter from Governor James Monroe, Richmond, to [Larkin Smith, Speaker of the House of Delegates], enclosing several documents received by him since the last session of the Legislature. In his letter, the Governor discusses the following subjects: the Penitentiary, the Manufactory of Arms, the Public Guard and their barracks, the removal of arms from the Point of Fork Arsenal to Richmond, the distribution of arms to the militia, the emancipation of the slaves Pharoah & Tom, the boundary line between Virginia & Kentucky and between Virginia & Tennessee, interior navigation, education, the militia law, public roads & bridges, and amendments to the federal Constitution
  • Enclosure "A" contains a copy of a letter from John Clarke, dated 1801 Dec. 4. This letter provides a report on the condition of the Penitentiary & Manufactory of Arms. Enclosure "B" is not present, but contained a return of the Public Guard. Enclosure "C" contains copies of letters, dated 31 July 1800 & 1 August 1800, from the Governor to William Norvell, Col. Daniel B. Perron, and others. These letters relate to the distribution of arms to the militia of the Commonwealth. Also included is a return of the ordnance, arms, & sundry military stores at the Arsenal in Richmond. This return was compiled by Alexander Quarrier
  • Enclosure "D" contains a copy of an act of the State of Kentucky respecting the boundary line between that state & Virginia. Enclosure "E" contains a copy of a letter from Governor John Sevier of Tennessee, dated 21 June 1801, and a letter from Governor Archibald Roane of Tennessee, dated 25 November 1801. Both letters relate to the adjustment of the boundary line between the state of Virginia & Tennessee
  • Enclosure "F" contains copies of a letter of Thomas Newton transmitting a letter from Robert Andrews, President of the Dismal Swamp Company; an extract of a letter from James Keith, President of the Potowmack Company; and a copy of a letter from W. Foushee, President of the James River Canal Company. These letters provide a report on the progress of their respective public improvements
