  • The Task Force to Combat Driving Under the Influence of Drugs and Alcohol was created on 15 August 2002 by Governor Mark R. Warner. The Task Force consisted of 42 members from all branches of state government as well as members from the business community, professional organizations and advocacy groups. Assessing the efficacy of current strategies in combating driving under the influence (DUI) and recommending strategies to reduce driving under the influence and boating under the influence (BUI), the task force developed forty initiatives to combat the issue. The Task Force published their report in 2003.
  • The task force created by Governor Warner was not the first in Virginia to address the problem of drunk driving. In 1982, Governor Charles S. Robb created the first Governor's Task Force to Combat Drunk Driving with a report published by the task force in 1983. The report contained a series of recommendations, only 5 of which had not been attained or implemented by 2003.
