Biographical or historical data
The General Assembly passed an act on 28 February 1816 concerning the public property in the city of Richmond. In addition to regulating the surface of the Public Square, the act authorized the governor to sell the lot appropriated as a garden for the use of the governor. Portion of this lot was surveyed and sold to William Moncure and John Preston in 1818 and John Mayo in 1819.
