The collection contains a list of free negroes and mulattoes within the district of John Pendleton, Commissioner of the Revenue in the North district of Scott County, 1822; a List of Registers of Free Negroes, 1861; and the free negro certificate of James Turner, 1862. The lists were compiled for tax purposes and include name, gender, occupation, place of residence, and sometimes a brief physical description and an explanation of the person's free status
