  • Contains a letter, Enclosure "A", from Governor James Barbour, Council Chamber, to the Senate and House of Delegates, transmitting correspondence between Virginia and the United States on the subject of unliquidated claims. Enclosure "B" contains a letter, dated 19 March 1813, from C[harles] F[enton] Mercer & John Campbell, Jr., Georgetown, District of Columbia, to John Armstrong, Secretary of War. Mercer & Campbell acted on behalf of Virginia to obtain a settlement of the unliquidated claims of the Commonwealth for expenses incurred in furnishing sundry detachments of militia for the defense of the United States. Mercer & Campbell write concerning objections to the claims which have been disallowed by the United States. Also included are Statements #5 & #6 which were enclosed in a letter from William Simmons, Dept. of War, Accountant's Office. Simmons' letter along with statements numbered 1 through 4 are not included. Statement #5 contains Simmons' account current of the State of Virginia with the United States. Statement #6 contains the account of the United States to the Commonwealth of Virginia by Samuel Shepard, Auditor of Public Accounts
  • Enclosure "C" contains a letter, dated 30 April 1813, from C.F. Mercer transmitting a letter from John Armstrong, Secretary of War, in response to Mercer & Campbell's communication (see above). Enclosure "D" contains the copy of the letter from John Armstrong to Charles F. Mercer, dated 29 April 1813 rejecting Virginia's claims. Enclosure "E" contains a letter from Governor Barbour transmitting the remaining documents called for by the joint resolution of 19 May (enclosures not included)
