  • Contains a letter from Governor James Barbour, Council Chamber, to [Andrew Stevenson], Speaker of the House of Delegates, regarding the repulsion of the British attack on Craney Island and the British occupation of Hampton. The Governor encloses four packets of documents labeled "A" through "D". Packet "A" contains a copy of a letter from Governor Barbour to Admiral Sir John Borlase Warren, Commanding his Britannic Majesty's forces in the waters of the Commonwealth. In this letter, dated 30 June 1813, Barbour remarks on the outrages recently committed on the inhabitants of Hampton while in possession of a detachment of British forces. Also included is an extract of a letter from Major Thomas Griffin & Lt. Robert Lively to Major Stapleton Crutchfield, dated 4 July 1813, regarding the conduct of British troops in Hampton
  • In addition, there is a copy of a letter, dated 15 July 1813, from Governor Barbour to James Monroe, Secretary of State, transmitting documents for the purpose of ascertaining to the Government the outrages perpetrated by the enemy while in possession of Hampton. Lastly, there is a copy of a letter from Monroe, dated 23 October 1813, to Governor Barbour regarding his letter respecting the claim of the Virginia State Line during the Revolutionary War for an equal portion of land and his letter respecting the crimes by British troops at Hampton
  • Packets "B" through "D" are not included. Packet "B" contained a detailed report of the Adjutant General regarding the defensive measures taken by the Commonwealth. Packet "C" contained letters from North Carolina regarding the raising of a force to aid in the defense of the Virginia coast. Packet "D" contained the whole amount of expenses incurred in the defense of the State. The documents in these packets have been transcribed in the Journal of the House of Delegates
