Contains a letter from Governor John Page, Richmond, to [Hugh Holmes], Speaker of the House of Delegates, regarding an estimate of the sums necessary to cover expenditures arising from the laws of the last session of the Assembly. The Governor povides the sums estimated by the Superintendent of the Public Buildings as necessary for the completion of the Manufactory of Arms, Penitentiary, & Public Tobacco Warehouse. Page encloses a letter from John Clarke, dated 11 January 1805, and advice of the Council of State regarding contracts for gunstocks, bar iron, & rolled iron, steel & files, in order to accommodate the increased number of artificers at the Manufactory. The advice of the Council was extracted from the minutes by Samuel Coleman, Clerk of the Council
