Papers, 5 October 1939, of Ellen M. Bagby, including reports submitted to the Board, Advisory Board, and Jamestown Committee of the Association for the Preservation of Virginia Antiquities (APVA). The reports concern the remodeling of the "Museum and Relic House", the possible construction of a new building for displaying relics and selling souvenirs, and a possible agreement of cooperation between the National Park Service (NPS) and the APVA. The majority report of the Committee on Cooperation with the NPS outlined the benefits to be gained from this cooperation. Bagby, a member of the Committee on Cooperation, submitted a minority report in which she recommended careful consideration of the proposal for cooperation between the NPS and APVA. She disapproved of the methods of archeological excavation of the NPS and wanted to preserve the natural beauty of that part of the Jamestown Settlement owned by the APVA. Since Bagby did not have the benefits of reading the majority report before submitting the minority report, she submitted a supplement also listing the benefits of cooperation between the APVA and NPS

Biographical or historical data
Ellen Matthews Bagby was born in Richmond, Virginia on 3 April 1879. In 1930, she became chairwoman of the Jamestown Committee of the Association for the Preservation of Virginia Antiquities (APVA). In 1940, she helped negotiate an agreement between the National Park Service and the APVA providing for joint control of the Jamestown Historical Site. She died on 19 July 1960 and was buried in Hollywood Cemetery.
