Contains a copy of a letter from John Clarke to Governor John Page made for the House of Delegates. In his letter, Clarke provides an estimate of the probable expense to complete the public buildings under his superintendance including the Manufactory of Arms, the Penitentiary, and the Public Warehouse for Tobacco. According to Clarke, the Legislature did not appropriate the sums to complete the Manufactory of Arms and the erection of a Foundery for cannon was suspended for one year. Clarke adds that no provision was made to complete the Penitentiary and only 4,000 dollars was appropriated for the Tobacco Warehouse
