Contains a letter from Governor James Barbour, Council Chamber, to [Andrew Stevenson], Speaker of the House of Delegates, regarding the requisition made by the General Government for 4,000 militia from Virginia. According to the Governor, he decided to comply with the requisition by detaching forces already in service, instead of instituting a new levy. The Governor writes that there are 8,000 troops in Norfolk and 11,000 in the vicinity of Richmond & Petersburg. The Governor also notes that there are about 3,000 stand of arms in the Armory, of which only 1,500 are capable of being repaired
