Biographical or historical data
Samuel Downing was born 15 May 1808 in Lancaster County, Virginia. He eventually became a farmer, owning a plantation, "Edgely." Downing became a judge, and achieved the rank of colonel in the state militia. He married first, Catherine E. Payne (1816-1858) 39 March 1836. They had 7 children, including Robert J. Payne (b. ca. 1851) who moved to Missouri and Kansas where he practiced law. After his first wife's death, Downing married Annie D. Rice (b. 1834) 6 April 1865. They had 3 children including Thomas Joseph Downing (1867-1927), who became chair of the Virginia State Democratic Committee and then state senator for Lancaster, King George, Richmond, Westmoreland, and Northumberland Counties, Virginia, from 1920 until his death 24 December 1927.
