The collection includes poll or capitation tax lists (voter lists), poll or capitation tax receipts, voter certificates and affidavits (1917), a letter and a pamphlet concerning United States Selective Service registration in 1942, a list of donations to Burb Owens upon his house's burning, list of absentee voters, letter and pamphlet from Social Security Administration to funeral directors, a Dickenson County certificate in reference to the estate of William Floyd Powers, receipts and letters from the Veterans' Administration in reference to Sutherland's ward, Fate Anderson, and a letter, pamphlet and booklet containing list of registrars from the Virginia Bureau of Vital Statistics regarding Senate Bill 219, the law written to "preserve racial integrity." This bill outlawed miscegenation between white persons and non-white persons, cross-racial marriages between Caucasians and non-Caucasians, and falsification of race on official documents. The bill was aimed at firming racial segregation in public schools and in Virginia society in general

Fitzhugh Lee Sutherland (1887-1975) was a farmer and the registrar of voters in his district of Dickenson County, Virginia, from circa 1917 until the early 1960's. He was born in Tiny, Dickenson County, Virginia. He married Emma V. Counts (d. 1960) and together they had 6 children. He also served as the guardian of several boys in the area including Fate Anderson. He is buried in Sutherland Family Cemetery in Dickenson County, Virginia.
