Contains a letter from Governor James Monroe, Richmond, to [Edmund Harrison, Speaker of the House of Delegates], transmitting a report from the Inspectors of the Penitentiary proposing changes in the management of that institution. The report is signed by William Dabney, Clerk. The Governor adds that he does not recommend the changes proposed by the inspectors.
