  • Contains a photocopy of a letter from Governor James Monroe, Richmond, to [Edmund Harrison], Speaker of the House of Delegates, transmitting a report of John Clarke, Superintendent of the Public Buildings in Richmond, with a statement of the sums necessary to complete the Manufactory of Arms & Penitentiary. The Governor also encloses a statement of the sum necessary for the support of the guard raised for the protection of the public property in Richmond for one year. Also enclosed is a general abstract of rations, etc. for the Guard for one year. This abstract was prepared by James Bootwright. Monroe remarks that no provision was made for a physician, along with paymaster & clothier, for the Guard

Lastly, there is an estimate of the wood work for the Manufactory of Arms for the machinery, etc., to work by water for the boring of musket barrels, the machinery for the two trip hammer forges, and the machinery for boring & turning ordnance
