  • Contains a letter from Governor James Barbour, Council Chamber, to the Senate and House of Delegates transmitting two enclosures labeled "A" & "B." Enclosure "A" contains an affidavit from Capt. James Claytor, late Master of the Brig Herald of Baltimore, to William B. Lamb, Mayor of Norfolk, regarding his capture by a British Frigate and intelligence suspecting the British of planning an invasion of the southern part of the United States beginning at Norfolk. Also included is a resolution by William B. Lamb and George Newton, President of the Common Council of Norfolk, that Richard E. Lee & General Robert B. Taylor be appointed to proceed to Richmond and Washington and to represent to the State & Federal Government the exposed and defenseless situation of Norfolk. Lastly, there is a copy of an affidavit from Stephen Fahona regarding his capture by a British Ship and intelligence regarding a large force of ships collecting at Bermuda
  • Enclosure "B" contains a copy of a letter, dated 3 Feb. 1813, from James Monroe, War Department, to Governor Barbour regarding the protection of the seaport towns and an augmentation of the force. Also included is a copy of a letter from Governor Barbour, dated 22 Dec. 1812, to the Secretary of War regarding an increase in the detachment of troops for the defense of Norfolk to a full regiment. Lastly, there is another letter from Governor Barbour to the Secretary of War, dated 18 Jan. 1813, reiterating his request for a full regiment to defend Norfolk
