Letter, dated 11 April 1907, from Edward Steptoe Evans (1879-1945) assistant librarian at the Virginia State Library to United States Senator John Warwick Daniel (1842-1910) concerning the investigation and report on the purchase of books for traveling school libraries by head librarian John Pendleton Kennedy (1871-1946). Kennedy was accused of having paid higher prices for books and of receiving kick-backs. After an investigation by the Library Board 11-14 March 1907, an inconclusive report was given to Governor Claude A. Swanson (1862-1939). Kennedy resigned 6 July 1907 and was succeeded by H. R. McIlwaine (1864-1934). Evans, who sided against Kennedy, resigned 12 July 1907 and was succeeded by Earl G. Swem (1870-1965)

Biographical or historical data
Edward Steptoe Evans was born 24 May 1879 in Bedford County, Virginia. He graduated from George Washington University. Evans began working as assistant librarian at the Virginia State Library in 1904. Evans resigned from the library 12 July 1907 and moved to Florida. In Florida, he became involved in a company that produced block tackles for loading automobiles on frieght cars. After helping the company expand, Evans moved to Detroit, Michigan, where he founded Evans Products Company, which produced items for cars and trains. His company became a success. Evans served as a captain in the Transportation Corps during World War I. He became an advocate of aviation and exploration. Cape Evans in the Antarctic Ocean and Mount Edward Evans in Greenland are named for him. Evans expanded his business in the years before World War II, and during the war, produced weapons and supplies for the United States Army. Evans and his wife Virginia Epes McCormick Evans had two sons. Evans died in Detroit 6 September 1945.
