Contains a letter from Governor John Page, Richmond, to Edmund Harrison, Speaker of the House of Delegates, submitting a communication from the Judges of the General Court on the subject of the penal laws (enclosure not included), and a report of the commissioners appointed under the act "providing for opening a road from the upper navigation of the James River to the upper navigation of the Kanawha River." Included are letters from Andrew Moore, Samuel Vance, & J. Preston to Governor Monroe accepting their appointment as Commissioners. In addition, there is correspondence from Andrew Moore concerning a map and a meeting of the Commissioners in October. Lastly, there is a letter and receipt for Nathaniel Holeman for the purpose of defraying expenses of the Commissioners
