Cabell, Richmond, to [Hugh Nelson], Speaker of the House of Delegates, regarding the Chesapeake-Leopard Affair, Virginia's quota of militia, the distribution of arms to the militia, the Manufactory of Arms, the Penitentiary, a road from the upper navigation of the James River to the upper navigation of the Kanawha River, and the death of Lewis Harvie, a member of the Privy Council. The Governor transmits seven enclosures, labeled "A" to "G", to the General Assembly
  • Enclosure "A" contains a copy of a letter from H[enry] Dearborn, Secretary of War, regarding the organization, arming, & equipping of Virginia's proportion of one hundred thousand militia. Dearborn writes that Virginia's quota amounts to 11,563 militia consisting of infantry, cavalry, & artillery. Enclosure "B" contains another copy of a letter from Dearborn regarding the encouragement of volunteer associations as part of the state's quota of militia
  • Enclosure "C" contains a copy of the report of Charles Beale & Joseph Grigsby, the Commissioners appointed to view the road to be opened from the upper navigation of the James River to the upper navigation of the Kanawha River. Enclosure "D" contains a copy of the report of Charles Arbuckle & James Anderson, Jr., on the same subject. Enclosure "E" contains a statement of the expenditures of the road from the upper navigation of the James River to the upper navigation of the Kanawha River by Samuel Shepard, Auditor of Public Accounts
  • Enclosure "F" is not included but contained a general statement of the operations of the Penitentiary from 1 April to 30 November 1807. Enclosure "G" contains various statements by Samuel Shepard, Auditor of Public Accounts including: a list of balances from 1 October 1807; a general state of the Commonwealth's revenue for 1806; a state of the revenue tax for the year 1806 arising on land, slaves, & other property; the amount of surplus on tobacco exported from 1 October 1805 to 1 October 1806; the amount of tax on law process, etc., from 1 October 1805 to 1 October 1806; the amount of register's fees from 1 October 1806 to 1 October 1807, and a list of expenditures charged on the revenue of 1806 from 1 October 1806 to 1 October 1807
