The 31st Virginia Militia Regiment was from Frederick County, Virginia. In the early days of the Civil War, it was stationed in Winchester, Virginia. The unit was commanded by Lt. Col. William R. Denny (b. 1823) and then by Col. Robert F. Baldwin (1829-1875).
