Contains a letter from Governor William H. Cabell, Richmond, to [Peter Johnston, Jr.], Speaker of the House of Delegates, transmitting a letter from Governor Christopher Greenup, Kentucky, enclosing a resolution of the Kentucky General Assembly. The Kentucky resolution relates to opposition to a proposed amendment to the U. S. Constitution by the state of Massachusetts regarding a change in the mode of representation. Also included is a resolution of the Virginia General Assembly to instruct the senators in Congress to join the senators & representatives from Kentucky. Lastly, there is a copy of resolutions from a committee of the Georgia House of Representatives in support of the proposed amendment from Kentucky to restrict the judiciary powers of U. S. Courts. The Committee also resolved that the amendment proposed by the state of North Carolina for granting Congress the power to pass a law to prevent the further importation of slaves or people of color into the United States cannot be adopted without exceeding the powers of the Constitution
