Contains a letter from Governor James Barbour to [Andrew Stevenson], Speaker of the House of Delegates, informing the General Assembly that the British fleet is in Hampton Roads and enclosing a copy of a letter from Henry Howard, Lieutenant Colonel of the 115th Regiment. Howard writes that according to Capt. John B. Cooper there are five British ships of war within the capes and steering to Hampton Roads. Howard states that half of the 115th Regiment are unarmed and requests that immediate steps be taken for their relief
