Contains a letter from Governor John Page, Richmond, to [Hugh Holmes], Speaker of the House of Delegates, transmitting six documents for the consideration of the General Assembly. Enclosures #1-4 are not included, but contained a report from the Keeper of the Penitentiary exhibiting the number of criminals sent to his custody since 1800, a report of the Inspectors of the Penitentiary, a resolution of the Inspectors of the Penitentiary establishing an allowance for the prisoners' work, and a letter from David Ruffner containing a statement of the progress of opening a wagon road the upper navigation of the James River to the upper navigation of the Kanawha River. Enclosure #5 contains a return of ordnance, arms, and sundry military stores in & near the Capitol. This return was compiled by Alexander Quarrier. Enclosure #6 contains a report of the strength of the Public Guard by Capt. Alexander Quarrier
