Enclosure "F" contains a copy of a letter from Governor Barbour to the Secretary of War, dated 20 March 1813, regarding a requisition of two thousand men to repel the threatened invasion. Enclosure "G" contains a copy of the letter from John Armstrong, War Dept., to the Governor, dated 22 March 1813, in response to his letter of March 20. Enclosure "H" contains a letter from James Monroe, Secretary of State, to the Governor, dated 21 March 1813, regarding the defense of Norfolk against a possible invasion and proffered mediation of peace by the Emperor of Russia.
