  • Contains a letter from Governor John Page, Richmond, to [Hugh Holmes], Speaker of the House of Delegates, regarding the continuance of confidential correspondence with the President of the United States. The Governor encloses a copy of a letter from President Thomas Jefferson, dated 27 December 1804, and suggests applying to Congress to set aside a portion of the late acquisition beyond the Mississippi as the asylum contemplated in their resolutions. According to the President, the Island of Saint Domingo is too unsettled and too close to European territories to serve as an asylum. Jefferson writes that he does not know if Congress would consent to the territory beyond the Mississippi. Lastly, he mentions the possibility of Sierra Leone
  • Also enclosed is a resolution by a committee of the House of Delegates, dated 15 January 1805, that Virginia's senators in Congress be instructed to obtain a portion of the Louisiana Territory to be exclusively appropriated to the residence of people of color emancipated in Virginia, or "obnoxious to the public safety." A marked up version of this resolution containing amendments, proposed by the Senate and agreed to on 16 January 1805 is also included. This version is signed by Theodosius Hansford, Clerk of the Senate, and James Pleasants, Jr., Clerk of the House of Delegates. Lastly, there is the final resolution agreed to by Creed Taylor, Speaker of the Senate, and Hugh Holmes, Speaker of the House of Delegates, on 22 January 1805
