  • Contains a letter from Governor James Wood, Richmond, to [Larkin Smith], Speaker of the House of Delegates, transmitting 10 enclosures he received since the last session. Enclosure #1 contains correspondence from various governors transmitting resolutions regarding the Alien and Sedition Laws and proposed amendments to the United States Constitution. Included are letters from Arthur Fenner, Governor of Rhode Island; Increase Sumner, Governor of Massachusetts; Benjamin Ogle, Governor of Maryland; Richard Bassett, Governor of Delaware; and Thomas Mifflin, Governor of Pennsylvania. Also included are resolutions from Maryland, Delaware, Pennsylvania, & Rhode Island. Enclosure #2 contains copies of correspondence from Patrick Home & George Wheeler and Robert McCormick regarding their proposals to furnish arms to the State of Virginia
  • Enclosure #3 contains the reports of John Clarke, Superintendent, on the status of the construction of the Penitentiary and Manufactory of Arms. Also included is the amount of the expenditures on account of the Penitentiary & Manufactory of Arms by Samuel Shepard, Auditor of Public Accounts. Enclosure #4 contains proceedings of the District Courts of New London & Sweet Springs and the presentment of the Grand Jury of the District Court of Fredericksburg regarding the state of the District jails. Enclosure #5 contains correspondence from Joseph Jones regarding a fire at Robert Bollings Tobacco Warehouse in Petersburg and enclosing a list of tobacco saved from the fire. Also included is an extract from the Council journal from Samuel Coleman, Assistant Clerk of the Council, containing the advice of the Council on this matter
  • Enclosure #6 contains the annual statements of the Auditor of Public Accounts of the Commonwealth's revenue & expenditures for the year 1798, along with a list of balances due from the several counties. These documents were compiled by Samuel Shepard, Auditor's Office. Enclosure #7 contains a quarterly return of arms & military stores at the Point of Fork Arsenal from Robert Quarles, Superintendent. Enclosure #8 is not included, but contained proceedings of the County Court of Greenbrier regarding the law for reassessing the lands in the counties of Randolph, Greenbrier , & Kanawha. Enclosure #9 is also not included, but contained the journals of the Senate & House of Representatives of the United States. Enclosure #10 contains a certificate of the Committee of the Executive stating the amount of specie & facilities in the Treasury. The certificate is signed by Samuel McCraw & John White
