Summary
Contains a letter from Governor James Monroe, Richmond, to [Larkin Smith, Speaker of the House of Delegates], enclosing a statement on the claim of Mr. De Beaumarchais, through his agent Peter Francis Chevallier, a citizen of France who entered into a contract on 5 June 1778 with William Armistead, Commissary of Stores, to furnish supplies for the Commonwealth during the Revolution. According to the Governor, the High Court of Appeals reversed a decision by the High Court of Chancery in 1796 that awarded Beaumarchais a large sum plus interest. He states that no judgment has yet to be entered into this cause. The Governor transmits a statement of the two courts copied by J. Brown, Clerk of the Court. This statement includes copies of supporting documents such as accounts, correspondence, court proceedings, etc., related to this case
