Contains a letter from Governor William H. Cabell, Richmond, to [Hugh Nelson], Speaker of the House of Delegates, enclosing proceedings of the Council of State regarding the claim of John Warden for compensation for his services in 1796 & 1797 in two suits brought against the Commonwealth. According to the Governor, he has gone against the advice of the majority of the Council in compensating Warden for his assistance in the case of Caron de Beaumarchais and officers of the Virginia Line. Also enclosed is a copy of Warden's memorial and proceedings of the Council by Daniel L. Hylton, Clerk of the Council, containing the Governor's reasons for not executing the advice of the Council
