  • Contains a letter from Governor James Monroe, Richmond, to [Larkin Smith, Speaker of the House of Delegates], regarding a variety of issues including: the act to amend the penal laws of the Commonwealth, the distribution of arms to the militia, the act ceding the Marine Hospital at Norfolk to the United States, the act ceding the Gosport lands to the United States, the boundary line between Virginia & Tennessee, the delivery & execution of an American seaman by the British Consul, the infectious disease and quarantine of vessels in Norfolk, the act to amend the act for appointing electors to choose a President & Vice President of the United States, and the Alien & Sedition Laws. Lastly, the Governor mentions his appointment of Philip Norborne Nicholas as Attorney General to replace the deceased Robert Brooke
  • Two packets of documents labeled "A" & "B" were originally enclosed with the Governor's communication, but only packet "B" is still included. Packet "A" included documents relative to the delivery of the American seaman to the British Consul. Packet "B" contains a return of electors chosen under the act to amend the act for appointing electors to choose a President & Vice President of the United States. Also enclosed is a resolution of the House of Delegates that the Governor be requested to transmit a copy of his communication along with the documents regarding the conduct of the British Consul. This resolution is signed by William Wirt, Clerk of the House of Delegates, on 22 January 1801
