Contains a letter from Governor John Page, to [Hugh Holmes], Speaker of the House of Delegates, enclosing the report of Capt. John Clarke, Superintendent of the Manufactory of Arms. In his report, dated 25 December 1804, Clarke provides a statement of the progress made in the operations of making arms in the year between 1 December 1803 and 1 December 1804. Clarke also provides the stock of unwrought materials on hand as of 1 December 1804. Finally, Clarke suggests employing apprentices at the Manufactory sanctioned by law on the same terms as by private individuals
