  • The Governor transmits various enclosures labeled "A" through "I". Enclosure "A" contains Auditor's Statements for the year 1806 including a list of balances due 1 October 1806; a general state of the Commonwealth's revenue for the year 1805; a state of the revenue tax for the year 1805 arising on land, slaves, and other property; the amount of surplus on tobacco exported from 1 October 1804 to 1 October 1805; the amount of tax on law processes from 1 October 1804 to 1 October 1805; registers fees from 1 October 1805 to 1 October 1806; a list of expenditures charged on the revenue from 1 October 1805 to 30 September 1806. These statements were prepared by Samuel Shepard, Auditor of Public Accounts
  • Enclosure "B" contains an abstract of prisoners received in the Jail & Penitentiary House from it commencement in 1800 to 27 November 1806. This abstract provides the number of prisoners for both the fall & spring terms between 1800 & 1806. In addition, the abstract includes a table showing the number of prisoners convicted from each district, their place of nativity, the number of years they were sentenced, and their crimes. The prisoners are also abstracted according to sex & race within each criminal offense. Enclosure "C" contains the report of the Executive Committee appointed to visit the Jail & Penitentiary House and examine into the manner in which the rules & regulations are carried into effect.   • Enclosure "D" contains a list of slaves reprieved and sold by the Executive under the Act of Assembly entitled "an act to empower the Governor to transport slaves condemned when it shall be deemed expedient." This list provides the proprietors' names, name of slaves, valuation by the court, when sold, to whom sold, & amount of sales. Enclosure "E" contains a list of warrants that could not be paid when presented at the Treasury, but which has since been discharged. The list provides the date presented and to whom payable. Enclosure "F" is not present, but contained a "Treatise on the new sword exercise for Cavalry."
  • Enclosure "G" contains a printed letter from Robert Bowie, Governor of Maryland, transmitting a resolution for recommending an amendment to the U.S. Constitution to prevent the further importation of slaves from the West-India Islands, Africa, or elsewhere. Also included is a letter from John Sevier, Governor of Tennessee, enclosing a similar resolution from his state. Enclosure "H" contains a copy of a letter from H[enry] Young resigning his appointment as Brigadier General. Enclosure "I" contains a list of warrants drawn on certain funds which are exhausted
