Munford was born in Mecklenburg County, Virginia and was the eldest child and only son of Colonel Robert and Anne (Beverley) Munford. At a young age Munford was educated at the College of William and Mary and completed his legal education around twenty-one. While still at the age of twenty-one, Munford was elected to the House of Delegates in 1797 and then to the senate where he served for four years. In 1802, he married Sally Radford, daughter of William Radford of Richmond, Virginia. Munford went on to become the Clerk of the House of Delegates, a position he held until his death. He also served as a law reporter for the decisions of the Virginia Supreme Court of Appeals, for which he prepared six annual issues per year.
