- On 1 July 2003, the Virginia Department of Veterans Affairs, the board of trustees of the Virginia Veterans Care Center in Roanoke, the Board of Veterans Affairs and the Virgniia Veterans Cemetery Board were consolidated in a new agency, the Department of Veterans Services. Championed by Governor Mark R. Warner, the new agency consolidated veterans benefit claims support and veterans care center and cemetery services into the new agency, headed by the Commissioner of Veterans Services, in order to provide an efficient and effective "one-stop" service conduit for veterans and their families. The Department is divided into five sections: Benefits Services, Veterans Care Center, Cemetery Services, Veterans Education Approving Services, and Administration Services.
- The General Assembly created three new citizen advisory boards to guide the Dept. of Veterans Services. The Board on Veterans Services reviews existing programs and recommends changes and improvements. The Joint Leadership Council of Veterans Service Organizations provides advice on veterans' issues and service delivery, and the Veterans Service Foundation seeks out funding alternatives to assist in sponsoring veterans' programs. The Department of Veterans' Affairs, the Virginia Veterans Care Center Board of Trustees, the Board on Veterans' Affairs and the Virginia Veterans Cemetery Board were all abolished. Jon A. Mangis served as the first Commissioner of Veterans Services.
