- Chartered by the General Assembly in 1856, this institution was originally organized to provide care for the many children who had been left orphans by the great Norfolk yellow fever epidemic of 1855. It was named for the Reverend William N. Jackson, an Episcopal clergyman who died in the epidemic while aiding citizens of Norfolk.
