- Chesapeake, Virginia, was formed in 1963 by a court order merging Norfolk County and South Norfolk. Norfolk County was formed from Lower Norfolk County in 1691. The county seat was Portsmouth. Chesapeake adjoins North Carolina on the south, Suffolk County on the west, Virginia Beach on the east, and Porstmouth and Norfolk County on the north.
