- The Virginia Debt Commission was created by a joint resolution of the General Assembly approved on March 6, 1894. Its primary function was to represent the holders of Virginia certificates in their attempts to have West Virginia assume and pay its portion of the Virginia public debt. Of its seven members, only one was appointed by the governor while the rest were members of the General Assembly. The commission ceased operations after the General Assembly passed a state government reorganization act on April 18, 1927.
