- Charles James Faulkner was born in Martinsburg, Virginia (now West Virginia) on 6 July 1806. He graduated from Georgetown University in Washington, D.C. in 1822, studied law, and was admitted to the bar in 1829. Faulkner was a member of the Virginia House of Delegates (1829-1834, 1848, and 1849), a commissioner of Virginia on the disputed boundaries between Virginia and Maryland, and a member of the State Senate (1838-1842). He was also a member of the State Constitutional Convention in 1850. Faulkner was then elected to the United States House of Representatives and served from 4 March 1851 to 3 March 1859, when he was appointed United States minister to France by President Buchanan in 1859. He returned to the United States in August 1861, but was detained as a prisoner of state on charges of negotiating arms sales for the Confederacy while in Paris. He was released in December 1861 and negotiated his own exchange for Alfred Ely, a congressman from New York who had been taken prisoner by the Confederates at Bull Run. During the Civil War, Faulkner entered the Confederate Army and was assistant adjutant general on the staff of Gen. Thomas J. (Stonewall) Jackson. After the war, he engaged in railroad enterprises, and was a member of the State Constitutional Convention of West Virginia in 1872. He was then elected to the United States House of Representatives from West Virginia and served from 4 March 1875 to 3 March 1877, after which he resumed his law practice. Faulkner died on the family estate "Boydville" near Martinsburg, West Virginia on 1 November 1884 and was buried in the family cemetery.
