- James McDowell was born 1 August 1770 in Rockbridge County, Virginia. McDowell was appointed a justice of the Rockbridge County Court 20 October 1791 and represented Rockbridge County in the House of Delegates in 1795. In 1796, he was appointed a trustee of Washington College, a position he held until his death. On 2 June 1795 he was appointed a captain in the Rockbridge County militia and was promoted to colonel 28 June 1796. In 1807 he helped found Ann Smith Academy for girls and was named a trustee. In 1812, he served on a committee to examine opening the upper James River for navigation. Appointed sheriff in 1812, he served for 2 years. When the War of 1812 began, McDowell raised troops and commanded the 8th Regiment, Virginia militia. He also served as lieutenant colonel of the 4th and 5th regiments of Virginia militia at different periods in the war. In 1817, McDowell was appointed chief assessor for Rockbridge County. He married Sarah Preston (1767-1841) in February 1792, and they had 3 children, including James McDowell (1795-1851) who served as governor of Virginia from 1843 to 1846. McDowell died 15 September 1835 in Rockbridge County.
